Upper Providence Sells Sewer Capacity to Newtown Township – Patch.com
Upper Providence Township Council approved the sale of 103,000 gallons of sewer capacity to Newtown Township and discussed the removal of a parking space on South Avenue and stricter water quality guidelines at its meeting Thursday night. Council also said they have no clear end date for the Orange Street bridge construction.
Township Tests Positive for West Nile Virus
Township Manager Edward Cashman announced that a Pennsylvania West Nile Control Program confirmed the presence of West Nile virus in the township on July 25. A mosquito trap set along Dog Kennel Road tested positive for the virus. No other positive cases have been found as of the Thursday meeting, Cashman said.
According to the township website, "the state and the county will continue to monitor the traps and depending upon the outcome will make a decision whether to spray the area." Residents can sign up to receive email updates from the state here.
Stricter Water Quality Guidelines in Works
DELCORA and the City of Philadelphia are working to create stricter water quality guidelines by combining the most stringent requirements of both parties, Cashman said.
Since Upper Providence Township is a member of DELCORA, the organization would need the approval of the township (along with each of the exisiting DELCORA members) before enacting new water quality requirements, according to Cashman.
The discussion at Thursday's meeting was an announcement of intent to draft an ordinance for review by the board, not an adoption of the ordinance.
Township Sells Sewer Capacity to Newtown Township
A resolution to sell 103,000 gallons of Upper Providence's sewer capacity to Newtown Township was passed unanimously on Thursday evening.
"Newtown is in dire need of capacity," Township Engineer James Kelly said. "We feel comfortable that we can let them have that [capacity] because our measured flows are being reduced as we speak because with the new system we're putting in, we're well below the standard acceptable rates."
Upper Providence Township has more than 400,000 gallons of capacity, Kelly said.
The township will sell Newtown Township the 103,000 gallons of capacity at the rate Upper Providence paid for the capacity initially.
Removal of Parking Space on South Avenue Discussed
Cashman said he received a letter from a resident pointing out the potential danger of parking in the end spot on South Avenue, where South Orange Street intersects.
"The chief of police went down there and said it's a potentially dangerous parking situation. To avoid people being in a parking accident, we decided the best [thing] is to make the end spot … no parking," Cashman said.
Council took no official action on the subject, as an ordinance must first be drafted.
Orange Street Bridge Update
Council has been in contact with PennDOT to determine when the structural repair work being done on the Orange Street bridge will be completed, Council Vice Chair Frederic Reid said.
"They said it's done when it's done, essentially," Reid said. "They said they're working as fast as they can and hope it's not a significant delay, but they can't give a [definite] answer."
Orange Street between Rose Tree Road and Highland Avenue has been closed since July 25 due to the road work.
